United States in France: the French American Foundation

fundamental political opposition is now between those who support a governance unipolar the world under the authority of the United States and those who advocate a balance of power governed by international law. At this level, the reading grid between a traditional French left to right is no longer relevant - because we found supporters on both sides of the
Pax Americana . A non-profit organization, but richly endowed, the French American Foundation, for thirty years for recruiting young leaders called to positions of leadership to train them to support the Atlanticist policy. There are members of the UMP, PS as well as team José Bové's campaign.

During his visit to the United States, Nicolas Sarkozy gave a speech, 12 September 2006, at
French American Foundation (FAF, the "Foundation Franco-American). Recalling the need "rebuild the transatlantic relationship (...) and promote the formation of a strong political Europe and influential on the international scene " [ 1], the pretender to the Elysee has been entranced by these leaders about This Foundation largely unknown. The study of it is nevertheless beneficial to better understand the links that bind oh so close Franco-elites américaines.La FAF owes its origin to the actions of three prominent Americans [ 2] James G. Lowenstein, among other member of the Council on Foreign Relations (CFR) [3 ] where foreign policy is developed in the United States and whose British equivalent is the Royal Institute of International Affairs (RIIA said Chatham House) by James Chace managing editor of Foreign Affairs , journal of the CFR and Nicholas Wahl, professor of political science and connoisseur of the French ruling class allowing individual contacts with General de Gaulle and Debre [ 4] . In the 1970s, the three men merged their networks [5 ] French worldwide political, economic, and in the press and academia. Among their relays were found Chevrillon Olivier, (a founder of the magazine Le Point ) Jouven Pierre (president of Pechiney), Jean-Louis Gergorin (future member of the Executive Committee of EADS) and Thierry de Montbrial (future president of the French Institute of International Relations, IFRI, who co-directed the then Centre for Analysis and forecast of the Ministry of Foreign Affairs). Together, they obtained the official support of President Valery Giscard d'Estaing. The latter announced - in agreement with his American counterpart Gerald Ford and Secretary of State Henry Kissinger [ 6] - Creation of a double Franco-American foundation, during a dinner at the Embassy of France in Washington, May 18 1976.Il was decided that the French American Foundation would have a seat in New York and one in Paris. As recalled in the official texts: "The goal of the Franco-American Foundation is to strengthen the Franco-American relations considered as an essential element of the transatlantic partnership " [ 7]. To accomplish this ideal, the good fairies of finance, the press, the university and politics have since pressed all around the new institute. The pardons were particularly abundant. The U.S. branch has received invaluable support. Due to the impressive list of participants, it is not possible to name all the leaders and financial contributors. However, it can take some names among the members (old and new) in 2007.For begin John D. Always present, John Negroponte was once chairman of the FAF New York. Also a member of the Board, former president of French employers and European (MEDEF and UNICE), Ernest-Antoine Sellière and former U.S. Ambassador to France, Felix G. Rohatyn and his counterpart in Washington Francois Bujon of Estang [ 9]. A name more random than the current president of the FAF New York, Nicholas Dungan [ 10] whose activities are deployed in the very Atlanticist Chatham House [11 ]. Among the many financial backing, we can meet famous names like David Rockefeller, founder of the Trilateral Commission and honorary chairman of the CFR. It is also the former deputy CIA director and former defense secretary of President Reagan, Frank Carlucci [ 12]. Subsequently, he was director of the powerful Carlyle Group. Society Investment in common faults Bush and Bin Laden is very involved in the defense industry [ 13]. Finally, we can identify among the contributors to the FAF New York, EADS, L'Oreal USA [ 14] or the General Corporation [ 15]. The FAF has French, meanwhile, are not ashamed of his sister in New York. Directed in its infancy by the president of Pechiney, Pierre Jouven, the Foundation is chaired since 1997 by Michel Garcin [ 16], Managing Director of Hervé Consultants (specialist support companies). The key to the system of influence of the French - American Foundation is its ability to recruit individuals for appointment to high office. His great strength is in it to accommodate representatives from political currents that officially oppose - the Socialists in UMP through the Gaullist Nicolas Dupont-Aignan, or the communications manager of the presidential campaign of José Bové, Bernard Loche. As official documents clearly state: "The flagship of the Young Leaders, led by the two entities (Ed.: New York and Paris), aims to create and develop lasting relationships between young French and American professionals and prospective talent to fill key positions in either country " [ 20] . Official documents state that the selection takes place in 3 phases: 1 - "The first step is to screen candidates. This screening is done through the network of French - American Foundation Young Leaders by former or current members of the Supervisory Board. Recently, an effort was made to diversify socially and professionally candidates, including the identification of profiles in the press promising. 2 - The second phase is to formally collect the candidatures. The records shall contain the candidate's biography and a letter of recommendation. Motivational interviews are organized. 3 - The final phase of the procedure is the final selection of candidates. After receiving the file of each candidate, the Selection Committee meets. This Committee consists of approximately 10 members most of whom are former Young Leaders. The candidates receiving the most votes are selected. "As we see, that does not want to FAF. The members selected are truly an "elite" whose stated goal is "to strengthen the Franco-American regarded as an essential element of the transatlantic partnership." It is particularly interesting to know their names. Within the selection is professor of political science and U.S. CFR member, Ezra Suleiman, who was solely responsible for 1981 to 1984 and from 1994 to 2001, recruitment of Young Leaders in France [ 21]. After a drastic selection, only 125 Americans and 126 French make up the Young Leaders since 1981. In the case of the SE U.S., we can mention the following names with the date of admission: Antony Blinken (1998, former foreign policy adviser to President Clinton), Ian Brzezinski (2001, responsible for defense affairs of the NATO, the son of the famous geo-political Zbigniew Brzezinski), General Wesley K. Clark (1983, former commander of NATO troops in Europe), Clinton (1984) and Hillary Clinton (1983 Senator) [ 22]. In the case of the French branch the French - American Foundation, we can note in particular: Philippe Auberger (1989, UMP), Yves Censi (2003, UMP), Jérôme Chartier (2003, UMP), Nicolas Dupont-Aignan (2001 , UMP, Standing Republic), Alain Juppe (1981, UMP), Eric Raoult (1994, UMP), Valérie Pécresse (2002, UMP), Jacques Toubon (1983, UMP), François Hollande (1996, Socialist MP), Arnaud Montebourg (2000, Socialist MP), Peter Moscovici (1996, MP Socialist), Alain Richard (1981, Socialist former Defense Minister), Henri de Castries (1994, Director General of the AXA insurance group), Emmanuel Chain (1999, journalist), Jérôme Clément (1982, President of Arte) Annick Cojean (2000, journalist for Le Monde), Jean-Marie Colombani (1983, Publishing Director of the World ), Matthew Croissandeau (2002, deputy editor of the Nouvel Observateur ), Jean-Louis Gergorin (1994) Bernard Guetta (1981, journalist at France Inter), Erik Izraelewicz (1994, editor of Echoes ), Laurent Joffrin (1994, CEO of Liberation ), Jean-Noel Jeanneney (1983, Chairman of the National Library of France), Sylvie Kaufmann (1998, journalist World ), Yves de Kerdrel (2005, journalist Echoes ), Marwan Lahoud (1999), Anne Lauvergeon (1996, president of Areva), Francois Leotard (1981, former Defense Minister), Alain Minc (1981), Laurent Cohen-Tanugi (1996, Sanofi-Synthelabo and member of the board of the think tank " Our Europe "created by former Commission President Jacques Delors [ 23]), Christine Ockrent (1983), Olivier Nora (1995, president of Éditions Grasset), Denis Olivennes (1996, chairman of FNAC) ... Multiple meetings were held between representatives of French and U.S. to discuss topics such as defense, politics, journalism, trade unionism ... In fact, it is "smooth" points of view to reach a consensus in favor of the partnership Transatlantic. All these formal and informal meetings help create a communion of thought among actors belonging to the FAF various sectors. This foundation also organizes various seminars on defense, journalism, education or health. Found among the participants, besides those mentioned above, well-known names like Francois Bayrou Bernard Kouchner, Jean-Francois Cope (spokesman for the Chirac government in 2007), Michel Barnier (political adviser to Nicolas Sarkozy in 2007 ), Nicolas Beytout (Managing Editor of Figaro ), General Henri Bentegeat (Head Staff of the armed forces) etc. [ 26]. All these conferences continue, of course, the ultimate goal of serving the best interests of humanity.
